I have it in the Header of the "Photography" sub-board. Where is says:
*New* Photo Competition - "Brilliant Colors" Please go to "Photography Competitions" board to enter.
you can edit, to give your own message, being careful to leave everything else the same. If you wish, you can also edit the color, and the speed, which is the number "4"
To access Headers and Footers go to Admin > Structure > Headers & Footers and choose whichever board or sub-board in which you want to display this message. I have it in the Header rather than the Footer.

PS: If you are asking about the Welcome message under the menu on Home Page - that is different and is done in a different way. If that is what you want, please let me know , and I will look up how that works, if I can.
PPS: Here I am - back again! If you want to access News Feed - here's how. Admin >Settings > News Feed. You'll probably be able to fill in the details yourself, but if you need help, feel free to ask. Once you have filled in News Feed to your liking, it is Auto-Saved.

Have you tried that code I gave you on any of these boards? It should work. If you want to replace the subheadings with the moving message, then you will need to go to your board settings and insert the code in "Description". Here's how: Go to Admin > Structure > Categories & Boards. Place your mouse on the name of your board. Over on the right-hand side opposite the name of your board you will see the little gear-wheel icon show up. Click on it. A window, as shown in my screen shot, called "Edit Board Properties" will show up.

Place your code inside the box for Description, as I have done. You'll see I have edited the color, to get "Red". Click "Save" when you have done.
That should do the trick. Ignore what I have said earlier about Headers & Footers. It's a while since I have done this, so I had forgotten exactly what I had done. Hope this works. Please get back to me if any further help needed.

Enough of that! It's like "how the cow killed the hare" with me, most of the time. I've had the same experience as you, Sassy - just spending hours staring at something - and eventually a light-bulb switches on.
